World of Warcraft Question: One of my commands has disappeared on the action bar. Can I restore it?

...also I supposed to have six rows of action bars but I only have one row that's being used. When I purchase/learn new abilities I do not see them on any of my action bars. Am I doing something wrong or is this a program error?
I tried the spell book and the ability I learned and purchased are not there.

Run the World of Warcraft Repair Utility. It should be in your start menu and in the WoW directory. The program will automatically fix anything that's wrong with your game.
