How do you get World of warcraft's bind to account items?

How do you get them and from where do you buy them?

As of patch 3.2, here are the ways:

1) Earn Emblems of Conquest from killing heroic bosses, or bosses in instances like Naxx-10. From there, turn in the emblems at quartermaster to “downgrade them” (by trading them with the NPC) to a different kind of emblem, then “downgrade” them again so that you now have Emblems of Heroism.
(If you don’t downgrade, you can use the same Emblems of Conquest to purchase level 80 epics.)
Once you have the appropriate amount of Emblems of Heroism, you can purchase heirloom gear.
To find the exact NPCs that sell the gear (as well as the NPCs that will allow you to convert/downgrade your emblems), I would use wowhead.com and do a search on the gear you want to buy, or a search on “Bind on Account” gear. Find the gear you want, and look at the NPC who sells it.

2) Earn Stone Keepers Shards. These are from doing the daily PvP quests in Wintergrasp. (Though they are not actually daily…I think it may even be weekly.) You can also get them from doing instances (bosses give them) if your faction currently controls Wintergrasp.
Then, once you have enough Stone Keepers Shards, you can turn them in to an NPC inside Wintergrasp fortress (if your faction controls is) for heirloom gear.

3) The daily quests near the Argent Tournament area also reward Champions Seals. (You get them from killing bosses in the Trial of Champions instance). These can be turned in for heirloom gear, similar to how emblems are.

Most, if not all, of these require a level 80 character to start collecting the necessary items.
