In World of Warcraft - where do I learn how to smelt Thorium Ore as a Blacksmith?

When asked in game I was directed to trainers in Duskwood and Gagetzan. I went to both cities and neither trainer had anything to teach me. my BS level is 290. Maybe it is not a BS trainer but someone from the Mithril Order or Thorium Order I should talk to? But who? and where?
